International students whose parents are non residents in China must seek or have official guardianship documents from their parents to a foreign resident in China or entrustment to a local Chinese resident.
Here’s the catch, letters of authorization on guardianship and entrustment documents should be notarized by the government countries they originated from and by officials of Chinese embassies or consular offices in their own countries if it is accomplished outside China. If the entrustment procedures are completed inside China, notarization can be applied for either through Chinese agencies and consular offices or embassies in China.
